What does ash mean in hair color?
Ash is a cool tone. In shade numbers it is the /1 after the slash: 7/1 means a medium blonde level with an ash tone. Ash tones cancel the orange and yellow that appear when dark hair is lightened.

Can you get ash hair color without bleach?
On natural black or dark brown hair, an ash shade on its own will barely show, because colour cannot lighten dark hair enough to reveal a cool tone. On light brown hair, 6/1 with a 9% developer can give a visible ash-brown.
For clear ash on Pakistani black hair, the hair has to be lightened first, usually as highlights, then toned with an ash shade.
Ash highlights and ash brown
Ash highlights are the easiest way to wear ash on dark hair: thin sections are lightened with bleach, then toned with 7/1 or 8/1. The rest of the hair stays natural, so regrowth is less obvious.
Because lightening is a big step for dark hair, use a bond protection treatment and leave full-head ash blonde or platinum to a colourist.
